Matt leads Lander & Rogers' Digital Economy practice.

Matt has more than 20 years' experience as a lawyer, specialising in technology and communications, digital commerce, intellectual property, privacy/data protection, cyber risk, and contract tendering and procurement.

He provides smart, commercial and pragmatic advice that is tailored to the business needs of his clients, and brings a wealth of experience in how best to manage and mitigate project risk.

Experience

Matt has extensive experience in guiding clients through large-scale outsourcing and managed services initiatives, procurement and implementation of complex technology solutions (including as-a-service offerings), integration of new systems, and bringing new technologies to market. He provides advice on emerging technologies, such as AI and blockchain.

He also provides guidance on the commercialisation and protection of data assets, including the use of big data and analytics, data breach responses, and managing cyber risk.

Matt's clients include leading financial institutions, public sector organisations and blue-chip corporates across a wide range of industry sectors, including government, IT, communications, financial services, energy and transport and infrastructure.

While Matt has spent the majority of his career in Australia, he also practised for a number of years in London with a leading international law firm.

  • advising the NSW Land and Housing Corporation in relation to its new maintenance delivery contract model for the maintenance of its social housing portfolio across New South Wales over a 10-year term
  • advising Western Parklands City Authority on the procurement and commissioning of large-scale industrial machinery and technology associated with its Advanced Manufacturing Research Facility
  • advising one of the world's largest online marketplace operators on its launch, establishment and ongoing operations in the Australian market, including in relation to privacy, marketing, trade promotions, recycling labelling, discount pricing and Australian Consumer Law issues
  • advising a leading US multinational IT consultancy on a broad range of projects, including:
    • negotiating and advising on master services agreements, involving the provision of large-scale consulting services to customers such as BHP, MLC and RACQ
    • advising on matters related to its acquisition of a leading data, analytics, AI and digital services consultancy, and its integration into the multinational group; and
    • advising on its reseller arrangements with Google

  • advising the Department of Regional NSW (and subsequently the Department of Regional NSW) in relation to the "Gig State" project, which involved the build and roll-out of infrastructure to deliver metro-equivalent telecommunications coverage and pricing throughout regional NSW
  • advising Southwest Research Institute on its contractual arrangements for the supply and installation of communications systems on warships owned by the Commonwealth Department of Defence, including complex multi-party liability issues
  • advising a leading Australian Bank on a broad range of projects, including:
    • the design, development and roll-out of a revolutionary new point of sale (POS) payment solution, comprising a secure merchant tablet and open platform for the deployment of software apps
    • building methodologies and risk frameworks, and undertaking Privacy Impact Assessments (PIAs) on all "big data" projects occurring across the Bank Group; and
    • the replacement and upgrade of its entire ATM network across Australia and New Zealand
  • advising Commonwealth Government's export finance agency, Export Finance and Insurance Corporation, on a large-scale multi-vendor procurement project involving the development of a loans origination system which integrates with a credit reporting body to deliver automated, customised credit reports
  • advising HUB24 and its subsidiary, Agility Applications, in the provision of a software-as-a-service solution to fintech, Creativemass
  • advising Police Bank on a large program of work to ensure privacy and security compliance, including: revising all of the Bank’s internal and external-facing privacy policies and framework, developing a cyber incident toolkit for the identification and management of cyber breaches, updating the Bank’s crisis management plan, and developing a bespoke data breach response plan
  • advising National Australia Bank Group on the technology, IP and data protection aspects of its £1 billion disposal of its Northern Bank and National Irish Bank (to the Danske Bank Group)
  • advising the Metronet Rail consortium in connection with the outsourcing of infrastructure support and service management services in respect of the London Underground.
